The Barnes Global Advisors (TBGA), headquartered in Pittsburgh, Pennsylvania, USA, has appointed Andy Davis as Director of Government Programs and Ethan Clare as Project Manager.

In his role as Director of Government Programs, Davis will lead strategy and execution as TBGA supports government customers with increased resilience of the defence industrial base. He was most recently the Deputy Program Director and Chief Technology Officer for the Industrial Base Analysis and Sustainment Program (IBAS) within the Office of the Secretary of Defense. Prior to this, Davis served as the Global Technology Advisor for the US Army covering all of Europe and parts of Africa. He oversaw the Army ManTech programme, served as the Army principal to and chairman of the Joint Defense Manufacturing Technology Panel, and was a founding member of the Army’s Additive Manufacturing Community of Practice.

Assuming the position of Project Manager, Clare will focus on the efficient execution of government programmes, advanced manufacturing and supply chain optimisation. Clare has been involved in Additive Manufacturing and joins TBGA from nTopology. He previously worked at Lockheed Martin Skunk Works™ where he drove advanced manufacturing technologies into production programmes; his proposal leadership resulted in the capture and execution of over $1 billion in new business for Lockheed Martin’s Aeronautics business unit.

Laura Ely, TBGA Director of Programs, commented, “TBGA’s top priority is being a trusted partner; we achieve this through customer focus, strategic and technical insights, and effective program delivery. I am ecstatic to onboard Andy and Ethan who are exceptional in their character and capabilities.”

TBGA Founder and Managing Director, John E. Barnes, added, “These additions to the TBGA team will drive our continued growth into advanced manufacturing supporting public and private customers through strategy, workforce development, and qualification. We’re proud that these efforts support economic growth by restoring our national manufacturing capability and improving domestic supply chain resilience.”
